Female interested in 1st lowrider bike Need Help!

Hello, i am interested in getting this simple original  20" for now.   from http://www.toplowrider.com. I was told it comes 75% complete in the box. I was wondering if the rest is easy to assemble? I am also interested in purchasing a chain style steering wheel. What else will i need to buy in order to attach that? Also, is it just for show or can it actually steer the bike?
Also my last question is: Can the handle bars be adjusted and pulled back since my arms are kind of short?

yes they arent too difficult to out together if ur decently handy. and yes the handle bars can be adjusted plenty so you can reach
